Pakistan Consulate Dubai: Address, Hours, Services and How to Book

The Consulate General of Pakistan in Dubai handles passports, NICOP, attestation and welfare services for Pakistanis in Dubai and the Northern Emirates. Here is the address, the current office hours, what each service costs, and how to book.

By BBP Explainers Desk · October 26, 2026 · 7 min

At a glance: the Consulate General of Pakistan in Dubai is at 2, 11th Street, Khalid Bin Waleed Road, Umm Hurair One, Bur Dubai (phone 04 397 3600). Passport applications are walk-in, Monday to Thursday 7am–1pm and Friday 7am–11am; NICOP and other NADRA services need an online appointment. Fees and hours below were checked on 26 October 2026 against the consulate's own website.

Where the consulate is, and who it serves

The consulate operates from Umm Hurair One in Bur Dubai, at 2, 11th Street, Khalid Bin Waleed Road, P.O. Box 340, and can be reached on 04 397 3600 (+971 4 397 3600 from outside the UAE), according to the consulate's contact page. The page lists no public consular email address, so phone remains the main way to reach the office directly.

Dubai is one of two Pakistani missions in the UAE. Its jurisdiction, per the mission's published description, covers Dubai and the five Northern Emirates — Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Pakistanis living in Abu Dhabi or Al Ain fall under the separate Pakistan Embassy in Abu Dhabi, not this consulate.

Office hours — and where the sources disagree

The consulate's own pages do not fully agree with each other, so it is worth reading both before you go:

Section Monday–Thursday Friday
Passport token counter 7am–1pm 7am–11am
NADRA (NICOP and related) 7am–1pm, by appointment only Not stated
Attestation token counter 7am–1pm 7am–11am (one page shows a garbled entry for this line)
General office hours (contact page) 7am–2pm 7am–11am

The appointments and NADRA-services pages give the narrower 7am–1pm window for passport and NADRA token counters on weekdays, while the separate contact page lists general office hours as 7am to 2pm. Counter service for a specific document usually ends earlier than the building itself closes, which could explain the gap — but since the two pages don't match, call 04 397 3600 to confirm same-day hours before travelling, especially around public holidays or Ramadan, when timings typically shorten.

Services the consulate offers

  • Passports: new and renewed machine-readable passports, walk-in during token hours.
  • NICOP and other NADRA services: NICOP renewal, fresh NICOP, NICOP reprint or replacement for a lost card, and NICOP modification, all by prior appointment only.
  • Attestation: power of attorney, educational certificates, police character certificates, affidavits, and other documents that need Pakistani government authentication for use in the UAE.
  • Welfare and outpass: support for Pakistani nationals in distress and emergency travel documents.
  • Document tracking: an online tracker for passport, NICOP, attestation and Overseas Pakistanis Foundation (OPF) membership-card applications.
  • Visa services: limited to Indian and Somali nationals applying for a visa to Pakistan at this consulate; applicants of other nationalities are directed to Pakistan's online NADRA visa portal. This section does not cover services for Pakistani citizens.
  • Trade and Investment Wing: business-facilitation services for importers, exporters and investors, run separately from consular services.

How to book a NADRA appointment

  1. Go to the consulate's appointments page and select NADRA/welfare services.
  2. Choose an available date and time slot.
  3. Enter your name, passport number, Emirates ID number, email and phone number exactly as they appear on your documents — the page warns that mismatched details can see the appointment rejected at reception.
  4. Review the summary screen, which shows the location, service, officer and the date and time you picked, then confirm.
  5. To cancel or reschedule, contact the consulate through its Contact Us page, since the booking system has no self-service cancellation option.

Passport applicants skip this process entirely: just arrive during token hours.

What a passport costs at the Dubai consulate

Fees below are from the consulate's published fee schedule, checked 26 October 2026, and apply to machine-readable passports (MRPs).

Validity Pages Category Fee (AED) 1st lost 2nd lost
5-year 36 Ordinary 110 220 435
5-year 36 Urgent 180 365 720
5-year 72* Ordinary 200 395 790
5-year 72* Urgent 325 650 1,300
10-year 36 Ordinary 160 325 545
10-year 36 Urgent 270 650 1,085
10-year 72* Ordinary 300 600 975
10-year 72* Urgent 485 1,190 1,950

*The 72-page and 100-page booklets are only issued once a previous passport's pages are exhausted. Pakistan is phasing out machine-readable passports in favour of e-passports for new applications, so confirm with the consulate which format it is currently issuing before you apply.

The fee page does not list NICOP charges. Several Pakistani news outlets report a Dubai NICOP renewal fee of AED 75 (normal), AED 110 (urgent) and AED 150 (executive), but since that figure does not appear on the consulate's own site, confirm it by phone or on NADRA's Pak ID portal before you pay — and never pay an agent who quotes a higher "service" fee, which NADRA has repeatedly warned is a common scam targeting overseas applicants.

Document attestation: what it costs

The attestation counter authenticates documents for use in the UAE, and most of them must already carry Pakistan's Ministry of Foreign Affairs (MoFA) attestation, either from Islamabad or a provincial MoFA office, before the consulate can act on them. Fees, from the same attestation page:

Document Fee (AED)
Power of attorney 40
SSC (matric) certificate 20
HSSC (intermediate) certificate 40
O Level certificate 40
A Level certificate 20
Pakistani university degree 40
Police character certificate (MoFA attestation + consulate certificate) 20 + 60
Driving licence 40
Affidavit 40
Marriage, divorce or birth registration certificate 20
Single-status (unmarried) certificate 20
Document first issued in the UAE 60

Most attestation services require the applicant to appear in person with the original document; a close blood relative can stand in for educational-certificate attestation if the applicant cannot be present. Photocopying and typing are available on site, and fees can be paid in cash or by card at the counter.

Common problems

  • Mismatched booking details. The appointments system rejects a confirmation at reception if a name, passport number or Emirates ID doesn't match what's on file — double-check every field before submitting.
  • Showing up for NICOP without booking. NADRA services are appointment-only; a walk-in without a confirmed slot will be turned away.
  • Confusing the consulate with the embassy. Residents of Abu Dhabi and Al Ain need the Pakistan Embassy in Abu Dhabi, not this consulate, for the same services.
  • Agents quoting inflated NICOP fees. Book and pay directly through the consulate or NADRA's own channels.

Where to check for yourself

Office hours, fees and appointment rules can change without much notice, including around Ramadan and public holidays. Before travelling to the consulate, check the current notices on pakistanconsulatedubai.ae or call 04 397 3600.
