Petrol and high-speed diesel (HSD) prices in Pakistan directly determine transportation fares, agricultural tubewell costs, logistics freight, and headline consumer price inflation. Rather than leaving pricing to unregulated retail markups, the federal government regulates ex-depot prices through formal notifications.

Today's fuel pricing structure

Every litre of petrol and diesel sold at the pump represents five distinct accounting components:

  1. Ex-Refinery Price: The base acquisition cost of refined fuel, based on import parity pricing (FOB Singapore/Arab Gulf Platts benchmarks) plus shipping freight, insurance, and local refinery processing margins.
  2. Inland Freight Equalisation Margin (IFEM): A pooled logistics fund managed by the Oil and Gas Regulatory Authority (OGRA) to subsidise long-distance transportation by road tanker and pipeline, ensuring consumers in Peshawar or Quetta pay broadly identical base rates to those in Karachi.
  3. Oil Marketing Company (OMC) Margin: The regulated operating margin allowed to fuel marketing firms (such as Pakistan State Oil, Shell, and TotalEnergies) for storage, quality testing, and distribution logistics.
  4. Dealer Margin: The fixed commission paid to petrol station owners for retail dispensing, site staffing, and power.
  5. Petroleum Development Levy (PDL): A federal revenue levy collected on every litre under IMF programme conditions to fund federal budgetary financing. General sales tax (GST) on petroleum products is currently zero-rated.

How the pricing formula responds to world markets

Because Pakistan imports over 80 per cent of its finished petroleum and crude oil requirements, domestic fuel prices track two volatile external variables: the international price of benchmark refined products and the rupee-dollar exchange rate.

When crude oil rallies on Middle East tensions or the rupee weakens against the US dollar, domestic procurement costs increase in rupee terms. Conversely, decreases in international Platts prices or domestic currency appreciation create room for downward price adjustments.

Frequently Asked Questions

What is the official petrol price in Pakistan today?
Under the latest Petroleum Division notification, motor gasoline (super petrol) is notified at Rs 390.12 per litre, and high-speed diesel (HSD) is notified at Rs 414.75 per litre ex-depot nationwide.
How often are fuel prices revised in Pakistan?
Prices are determined by OGRA based on international crude oil benchmarks and Platts pricing, under review periods coordinated through the Ministry of Energy (Petroleum Division) and the Ministry of Finance.
What taxes and levies make up Pakistan's petrol price?
The retail pump price includes the ex-refinery cost, the Inland Freight Equalisation Margin (IFEM), oil marketing company (OMC) distribution margins, petrol-pump dealer margins, and the federal Petroleum Levy (capped under the Finance Act at up to Rs 70 per litre). General sales tax is currently zero per cent.
Why do petrol prices vary slightly between cities?
The Inland Freight Equalisation Margin (IFEM) equalises transport costs so that base ex-depot prices remain uniform at recognised supply points nationwide. However, remote retail outlets beyond designated depot delivery radiuses may apply small secondary transport differentials.
